That strange ingredient was meant to use up water that potato’s were boiled in. Potato actually is called for in many breads as it helps make it moist.
I suppose you could stir in a few dehydrated potato’s if you wanted to or try plain water. Many older cookbooks asked for things like this as the idea was to use up almost everything in one way or another. Especially if this cookbook was printed near or not too long after the depression, when people really knew how to reuse things.
