Question about UPS

I buy most of my kids clothes off ebay and one time I won an auction of baby clothes. I paid for them, the seller sent them off but after a month I had not recieved the box. She refunded my money but almost 3 months after I won the auction a box came in the mail and it was that auction but half of the clothes were missing. You could tell that the box had been retaped and some of the clothes had dirt on them. Becky
