      It really doesn’t cost a lot to make a party elegant, this is great for weddings, graduations, birthdays or just about any other festive occasion.

      you’ll need a few balloons, some ribbon in whatever theme color you choose, tulle (in whatever colors you like), and dried or silk flowers.

      blow up the balloons and tie them off, tie a long ribbon to them (as a handle). drape a piece of tulle over the balloon and gather it at the bottom. attach flowers (silk, dried or real!).

      if you wrap the bottom with cheap hair elastics you can tuck the stems into the elastic band, hiding the band and adding a splash of color.

      i think it’s important to note that you don’t have to use helium balloons. you can literally blow up balloons and attach a piece of fishing line (clear) on the top of the balloon with tape and then tape it to the ceiling to give the illusion of floating balloons. this saves the helium for more important things and ensures the balloons “float” right where you want them!

      tulle is very inexpensive, you can buy it on Amazon in spools pretty cheaply.
