I am new and have a quesdtion for gifts I need to make

I am going to be making some of the Laundry sauce for gifts and I have a question that I can’t seem to have an answer to.

With the borax etc I am sure you use a dry measuring cup however,
for the water do you use a dry measure or a liquid measure? I have been told by friends both ways. So I am not sure what is correct for the directions given.

also for the no cook method do you also flip the jar upside down after you add the water and soap
