there should be an agency in your area that will advocate for you as a person of
the deaf community.
You are communicating very well here.
Send them a registered letter and make them have to sign for it.
Also send letter to their parent organization so that someone higher up gives
this attention.
My mother in NYC had same problem and when I called to find out what was
going on – it was an agent in the office holding on to the account so it would
not cash out and actually tried to move the money to another account to make it
look like a new service was ordered.
