Sounds like it could be ADHD – there are several types. But like others said- it could be aspergers – many asperger kids (the more severe type) talk differently – kinda like a monotone or digital type voice.
What is his age now? Yau can get an ADHD packet from your pedi and have his teachers (this next school year) fill them out and return them to you – to get a diagnosos. You can chhose to medicate for school only – since he may need the focus help for school.

2. gets upset very easy
3. talks very loud (most of the time)
