Do you live near theatres?
(I don't have a GPS device, but I know people who do it without)
Lots of museums and sightseeing stuff in my area have free days if you hunt hard enough:

Your parks department should have some display of events – we have a comedy lady that puts on plays in the parks (free) and she is AWESOME.
We also find stuff like Mutt Strut – a dog show for non-pedigree dogs – had fun watching them do their tricks and other stuff – all free if you aren't registering a dog.
