Yet another sicko hits the streets and attacks innocent people. It's amazing how SPINELESS some people are in life. I'm not against bringing back PUBLIC Hangings, just sayin'.

Since morality seems to be going over like a cinder block in our society, strict consequences for major offenses "should" occur for those without any moral fiber--sadly, they don't.
In the perfect world of my mind, this is how punishment for major offenses should be given:
*Absolutely NO television ANYWHERE in penitentiaries, jails, or even detainment cells (they are not waiting rooms).
*EVERYONE WORKS. (At the very least, I'm thinking agricultural work, but there are many other kinds of minimum wage jobs that would be suitable) IF one is found "not guilty" in court, the wages that individual earned goes toward court cost, and paid directly to the individual. If one is found "guilty," their wages are given to the individual, family, business, law enforcement, court and/ or other entities hurt or involved in the processing, containment, or sentencing due to the major offenses. [Example: a convicted murderer must pay off his entire "actual debt" to society before any kind of parole can be considered, which includes, $1 million to the family of the victim (if no family- it will go to programs for orphans and others who have no family), funeral/burial expenses (whether insurance has paid for it, or not), court fees, jury reimbursement, hospital/ambulance fee (if any), $30,000 to the arresting officer, and room and board at the penitentiary.]
    * Any schooling or personal improvement courses, medical, dental services must be paid as part of the individual's "actual debt" & must be completely paid before parole.

These are just a few of my ideas.

The only problem with that is that there is no way possible for them to Earn the money required to pay the people listed back. So essentially, they're living out life in prison at the major expense of taxpayers.
